Pre-planification
This step is about preparation. To start the process of implementing an industrial symbiosis project key stakeholders should be identified. This involves a stakeholder mapping: Who is already involved in the process and who needs to be included and at which capacity?
After mapping key stakeholders, it may be necessary for the actors involved to develop a willingness to change their practices. This can be accomplished by developing a shared vision with partners. In this preparational phase trust is key.
1.1 Stakeholder identification
Before the start of any project, identifying key stakeholders is important. This step aims to clarify who is already included, who should be part of the industrial symbiosis project, at what capacity and with which responsibilities. Mapping stakeholders helps to get an overview of the relevant actors needed to successfully implement changes.
Funding is especially needed for mapping activities, such as gathering information and keeping them up to date.

1.2 Change acceptance
To launch an innovative process, change a business model or to test new materials or technologies, stakeholders need to be experimental and open to the unknown. For change to happen, cultural change may have to take place. The facilitators make these changes transparent to ensure the acceptance and success of the industrial symbiosis project.
During this step, funding is needed primarily for communication purposes
- Increase visibility and share successful examples for IS and CE business models.
- Dissemination of knowledge on IS and its sustainability potentials.
- Organise training, build networks and learning forums.

1.3 Developing a shared vision
Stakeholders must agree on the direction they want to go together in an industrial symbiosis project. A short-term vision with realistic goals should be defined. A longer-term strategic vision can also be defined.
Funding is needed to organise exploratory workshops and ensure that all members agree on the shared vision.
- Public authorities or clusters can support by committing specific resources dedicated to this task.
- They can proactively support vision and strategy development for projects involving more than two actors (e.g. a region or regional cluster).
- Intermediaries and clusters can support vision and strategy processes by taking on a facilitating role.
